    • design documents have been produced for use in fabrication

    • an O&M manual with user interface considerations has been started

At the end of this phase

    • parts are produced to design documents

    • a functional prototype has been assembled (not debugged)

    • progress towards prototype completion has been tracked/expedited

    • assembly instructions integrated into O&M manual
